Of course the US government is ultimatly responsible because they invaded the country and therefore are the responsible party for what happens there irregardless of who actually commits the acts. With that said I'd like to add another possibility not mentioned in the previous comments. When the US 'liberated' Iraq in 2003 many thousands, if not 10's of thousands, of hardened dangerous criminals were freed by the US bombing. Like hardened dangerous criminals everywhere they would not need any sort of logical reason for murdering 12 people in cold blood. I'm not trying to defend the US occupation of another country nor the citizens of that countries attempts at freedom. I'm just saying that there is good reason to believe that at least some of the atrocities committed are done so by neither group.
